About WCLC

WESTERN CANADA LOTTERY CORPORATION

WCLC is a non-profit organization authorized to manage, conduct and operate lottery and gaming-related activities as agent for its Members, the governments of Alberta, Saskatchewan and Manitoba. The Yukon, Northwest Territories and Nunavut participate as associate members.

WCLC works in conjunction with the provincial and territorial marketing organizations: Alberta Gaming, Liquor & Cannabis, Sask Lotteries, Manitoba Liquor & Lotteries Corporation, Lotteries Yukon, NWT & Nunavut Lotteries.

WCLC is a Regional Marketing Organization of Interprovincial Lottery Corporation (ILC). ILC is incorporated and authorized to manage and conduct national lotteries.

National games marketed by WCLC with ILC include DAILY GRAND, LOTTO MAX, and LOTTO 6/49. In addition, WCLC offers regional games as authorized by its Members, including:

BOARD GOVERNANCE

WCLC's affairs are governed by a Board of Directors consisting of two representatives appointed by each of the Member provincial governments. Directors are accountable to the Ministers of the province by whom they are appointed.

The role of the Board is to provide independent and impartial oversight to WCLC in carrying out its mandate and responsibilities established under the agreement among the Member provinces.

WCLC is committed to transparency and accountability in all our operations. Below are our three most recent Annual Reports, providing audited financial statements for their subject fiscal years. As a non-profit organization, revenue from WCLC’s activities is returned to the governments of the provinces and territories on whose behalf we operate our products.

LAND AFFIRMATION AND ACKNOWLEDGMENT

We affirm that the lands on which we work and gather are the traditional territories of diverse Indigenous peoples. Across the region – encompassing the Prairies and the North – Indigenous communities that include the Cree, Saulteaux, Dakota, Nakota, Dene, Métis, and Inuit peoples have nurtured and safeguarded these lands for generations.

We are honoured to operate within the traditional and unceded territories of the Indigenous peoples of the region – including nations of Treaties 1, 2, 4, 5, 6, 7, and 8 – the Métis Nation of Alberta, Saskatchewan and Manitoba; and the Inuit of Nunavut, the Yukon, and the Northwest Territories.

WCLC’s activities are primarily physically based in three offices across the region, which serve as the workplaces or central offices for our staff and teams. With respect for the rich heritage of this land, we recognize that:

  • We work and gather on the traditional territories of Anishinaabe, Cree, Lakota, and Dakota peoples (Winnipeg, Manitoba).
  • Our activities take place on the traditional territories of the Blackfoot Confederacy (including the Siksika, Kainai, and Piikani peoples), the Tsuu T'ina First Nation, and Stoney Nakoda First Nation (Stettler, Alberta).
  • We operate on the traditional territories of the Métis, Cree, Saulteaux, Atsina, Lakota, Dakota, and Nakota peoples (Saskatoon, Saskatchewan).


GOVERNING RULES AND REGULATIONS

Official Game Conditions, Prize Structure Statements, official lists of winning numbers, results, odds and prize breakdowns, and the Rules and Regulations Respecting Lotteries and Gaming of WCLC and, where applicable, Interprovincial Lottery Corporation ("ILC") govern all games offered by WCLC. All games are governed by the applicable Rules and Regulations Respecting Lotteries of WCLC and ILC, which include limitations of liability. Some lotteries may also be subject to prize limitations.

HEALTHY LOTTERY PLAY

18+ Policy
It is the policy of WCLC that persons under the age of 18 years be refused the purchase or encashment of lottery tickets. Proof of age may be required by Lotto Spot retailers if an individual appears to be under 25 years old.

Responsible Gambling
For most people, gambling is a form of fun and entertainment. A small percentage of people, however, experience problems with their gambling. With any lottery, you pay to play, and we encourage you to treat our games like any other entertainment activity. Play only if you're enjoying the game. WLA RG Certification
In 2024, WCLC achieved Level 2 Responsible Gambling Certification by the World Lottery Association (WLA). The WLA RG Certification is a globally recognized standard demonstrating a lottery’s commitment to responsible gambling practices and principles.
